Please help--resource ideas to pass to International community

A mom in Pakistan has contacted me with a request for names of books that would be particularly helpful as a resource for families of children with neurodevelopmental disabilities (specifically autism and Rett) in her country. Families there are desperate for help and ideas; the concept that girls with Rett have cognitive potential is just taking hold. What references might I suggest to this mother? Are there resource books you have found essential, that you turn to again and again? If any of the resources are heavily dependent on technology, that would be important to point out.
